Why free

Circle just shipped the wallet and the rail. Someone has to ship the compliance surface that sits on top. We think that surface should be free, the way oxygen is free — because the agentic-commerce economy is more valuable to all of us if every agent is observable, every transaction is screened, and every receipt is signed. We make our revenue elsewhere (HiveTreasury, HiveRemit, HiveSovereign, Keystone-Lattice). AgentGuard is the floor everyone shares.

Is this actually free, or is there a paid tier in six months?
Actually free. No paid tier. No seat caps. No transaction caps. No "free up to X" asterisk. The published terms on the day of release will commit Hive Civilization, Inc. to a permanently free core dashboard. If we ever change that, every existing workspace gets grandfathered at $0.00 in perpetuity.
Why would you give this away?
Because the better the compliance floor is across the entire agentic-commerce market, the bigger the market is. AgentGuard makes Circle Agent Wallets safer to deploy. That makes more teams deploy them. That makes more receipts. Some of those teams will eventually want the deeper pieces of the Hive platform — Keystone-Lattice anchoring, HiveTreasury reconciliation, HiveSovereign Travel-Rule-as-a-Service. That's where we make money. AgentGuard is the front door.
What does AgentGuard need from Circle?
A read-scope API key on your Agent Wallets workspace, and outbound webhook permission. No deeper integration. No code to write. Setup is sub-five-minutes.
Does AgentGuard work with non-Circle agent stacks?
The first release is Circle-specific because Circle shipped the first production agent wallet at meaningful scale. Adapters for other agent-wallet substrates will follow as those substrates reach production parity. The Receipt Engine schema underneath is rail-agnostic by design.
Where is the data stored?
Receipts are anchored in two places: your workspace's primary store (under your control, your jurisdiction, your retention policy) and a public, append-only commitment register that stores only the receipt hash — never the underlying transaction data. The commitment register provides ex-post tamper evidence for examiners without exposing transaction contents to anyone you have not authorised.
What if Circle builds its own version of this?
We hope they do. The AI agent economy needs more than one independent observation layer. If Circle ships one, AgentGuard stays free, interoperates with theirs, and continues to serve teams that want a second view from a non-issuer party. Independent compliance infrastructure is a feature, not a competitive threat.
