The machine-readable reconciliation separates included records, ordinary
exclusions, missing evidence, conflicts, failed checks, and unique unresolved
issues. Routine retry and linked-correction exclusions do not increase the
unresolved issue count.

The checker uses only Node.js built-ins and the files in this release. It
requires no network, CDN, analytics, remotely loaded font, API request,
online key lookup, or runtime package installation.

The complete illustrative rule hive.ice.delivery-unit.v1 version 1.0.0 is
included in every evidence package and its SHA-256 digest is bound into the
signed manifest. The checker rejects an unsupported rule ID or version.

Trust boundary
  The retained public key is an expected Hive-operated demonstration key.
  It is not authenticated as ICE, does not establish an independent witness,
  and does not establish current revocation status while offline. The records
  are synthetic. No live ICE connection or commercial counting authority is
  represented.
