What it does
CarnacGovernance™ is the policy gate before an effect. It records which policy applied, what severity was assigned, and whether the action was allowed, escalated, or stopped, all as a signed record. Nothing about the decision rests on trusting an application log.
Who uses it
Risk, compliance, and platform owners who must show a regulator or an internal auditor that high-consequence AI actions were governed and that escalations actually happened.
Where it sits
The last gate of the Carnac™ control plane, before an action commits an effect. It consumes the receipts produced by CarnacPrompt™ and the gateway.
What is live now
